Brazoria County Municipal Utility District No. 21 (MUD 21) Responsibilities

  • Provides and maintains public water supply and distribution infrastructure.
  • Operates and maintains wastewater (sewer) collection systems.
  • Maintains stormwater drainage systems, including drainage lines and detention facilities.
  • Responsible for public infrastructure funded through MUD bonds and taxes.
  • Maintains sidewalks within District boundaries.
  • Maintains curbs and related street concrete improvements.
  • Responsible for the majority of section entry monuments and public signage constructed as District improvements.
  • Oversees trash and recycling contracts (if applicable within District service area).
  • Levy property taxes to repay infrastructure bonds and fund ongoing operations.

Lakes of Savannah South Community Association (HOA) Responsibilities

  • Enforces deed restrictions and architectural guidelines.
  • Reviews and approves exterior modifications through the Architectural Review Committee (ARC).
  • Maintains HOA-owned common areas and landscaped areas not owned by the MUD.
  • Maintains community amenities such as parks, playgrounds, pools, or recreational facilities (if applicable).
  • Collects HOA assessments to fund community maintenance and administrative operations.
  • Enforces community rules regarding parking, exterior appearance, fencing, and property standards.
  • Maintains HOA-owned signage and features not owned or funded by the MUD.

Clarification of Roles

  • MUD 21 is a governmental entity with taxing authority responsible for public infrastructure and utilities.
  • The HOA is a private, member-governed organization responsible for community standards and common-area upkeep.
